Napa County Housing Code Updates: Key Changes for Affordable Housing

Napa County and its five cities have achieved state certification for their long-term housing plans, marking a significant advance in tackling the region's housing challenges. The approved plans aim to develop 3,844 new housing units by 2031, far exceeding the state requirement of just 106 units.

Key Features of the New Housing Ordinance

During the Board of Supervisors meeting on September 10, several important updates to the housing ordinance were approved to streamline construction processes and promote diverse housing options:

  • Simplified ADU Regulations: Parking requirements have been reduced, and the definition of Accessory Dwelling Units (ADUs) now includes second units and guest cottages, making it easier for homeowners to add rental units.
  • Flexible Farmworker Housing Solutions: New regulations provide greater flexibility regarding lot sizes and ownership structures for farmworker housing centers, addressing the needs of this essential workforce.
  • Emergency Shelter Enhancements: Reduced parking requirements and more flexible design standards for emergency shelters will facilitate quicker and more efficient housing solutions for those in need.

These updates encourage higher-density housing in priority areas and ensure compliance with state laws, including the 2021 legislation that allows single-family zoned lot splits and the conversion of single-family homes into duplexes.

A Commitment to Addressing Housing Needs

Board members are optimistic that these changes will significantly contribute to meeting the county's housing goals. Napa County is committed to tackling the urgent housing crisis affecting its residents and the broader region.
