CLIENT NEEDS TO BORROW 4.5 MILLION ON $45 MILLION IN RUBY GEM STONES

My clients needs to borrow 4.5 million on Ruby stones worth $45 million. Can be appraised...Please no daisy chains..Ruby's are in Florida, with a $45M value.  Want to borrow 10-15%LTV.  Lender has to keep the ruby's in a depository that the borrower will pay for.  Interest is 5% per month to the lender, and 1% per month  to me in which we can split if you are a broker for your side. Interest only paid monthly.  Lenders appraiser, paid by the borrower.. or I need direct lender...can anyone help me?...
