I get this same response a lot. However, this is all TRUE. We can do 1-4 unit Residential (SFR, Condos, PUDs, 2-4 units) only as investment/non-owner occupied properties (except for 2-4 units, owner can live in one of the units). These are income earning properties and are done as commercial loans on a commercial loan application. Thus the portion of Dodd/Frank that requires "verification of the capacity to repay back the loan" does not apply. Please send me your email address (I couldn't find one on your website from below).
