Any LENDERS that offer 90-100% CLTV on 1-4 unit Non Owner Occupied?

Was wondering if there are any LENDERS that offer programs that allow either a seller held second mortgage or a subordinate mortgage on investment property PURCHASES of 1 to 4 unit properties, 5+ unit properties or mixed use properties?

If so, what is the criteria of the loan (LTV, CLTV, fico score, dscr, rate, term, etc).  The properties would be in the Philadelphia market.
