Cash out Refi for Canadian Citizen doing business in OH

Hi, 

I have an invest who bought a duplex in OH for 96K all cash in August. He's looking to complete read in 2 weeks and would like to cash out. The ARV estimated is 130K. The issue is that he is a Canadian citizen and does not have a US CREDIT SCORE or Report. He does have a US entity.
