10% Down on fully entitled lots

A while back someone announced they would lend on land that had entitlement. Raw land is usually no more than 50% loan to value.

I'm looking for someone to do 90% financing on 122 fully entitled lots. 2 of the lots have homes on them.

40 lots have utilities in.

Is that a program that exists?

Looking for 

$1,500,000 sales price - 10% - $150,000 down payment = $1,350,000

2 spec homes at $165,000 each or $330,000

Completed Value of the homes; $279,000 each or $558,000

In escrow now.

Have title, permits, plans, and resumes but it's a 30 day escrow.
