Seeking Investor with 1 Million Secured in CD for 10% Equity in 20 Million Project

I need and investor willing to place 1 million in a CD paying 6% - 10% for one year.  The investment is secured in the CD and the interest can be paid upon request upfront.  This will give the investor 10% equity in the 20 Million project without any risk.
