A. EXECUTIVE SUMMARY
Tamil Nadu State Solar Energy policy has been announced by Hon’ble Chief Minister of Tamil Nadu on 20.10.12. In the policy it is proposed to establish solar PV power plants for a capacity of 3000 MW within next 3 years. The 3000 MW of solar power generation will be achieved through Utility Scale Projects, Roof tops and REC mechanism.
The Solar Energy Policy mandates 6% Solar Purchase Obligation (SPO) (starting with 3% till December 2013 & 6% from January 2014) for the HT consumers (HT Tariff I to V) and LT commercial consumers. In order to facilitate developers to establish Solar Power Plants of capacity 1 MW and above, TANGEDCO proposes to facilitate the investors by procuring the energy generated from these plants through a long term power purchase agreement up to a total capacity of 1000 MW. The developers will be selected through the competitive bidding process.
In the above backdrop, has decided to set up a 23MW Solar Power Plant through the bidding process. This Brief Project Report brings out all technical details and overall costs justifying the selection of the project. The total power generation is envisaged to be 20 MW from Solar Photovoltaic Cell. The total project cost is expected to be $40M+US (207Cr.INR) and the price accepted by our company in the competitive bidding is Rs.6.48 /kWh. We will shortly receive the Letter of intent from TANGEDCO and further after signing the PPA for Rs.6.48/kwh.
