Need a less than 10% LTV development loan backed by titled waterfront land in Panama.

I am looking for a loan to hire architects and engineers to create a development plan for waterfront land in Panama.

The land is fully titled and has no liens or debt against it.  Once development plans and the engineering and architectural work is done I can receive a multi-million dollar construction loan to actually build out the plan, or at that point it is easy to flip the land to another developer.

The total amount of land I have available is about $10 million USD.  One piece is $6 million and the other is $4 million.

I would need $400,000 to develop the $6 million piece, or $500,000 to develop the $4 million piece.

Or, $900,000 for both.  Many people seem to have a 1 million dollar minimum loan level so I would be happy to borrow $1 million if necessary.
