Looking for loan or JV partner in Ecuador for Pacific coastal residential develpment!!

Fully entitled development on the Pacific coast of Ecuador.....first phase 40% sold out, developer on property looking for either JV partner to build condos, model homes etc. or loan to finish USA standard type infrastructure for first phase and to get started on second phase. Land completely lien free encompassing 225 acres. First phase is 50 acres...with 50 single, bi, and multi family lots. First small condo building completed and sold, wanting to build 20 more units with a great ROI.
Not willing to pay up front fees or work with any sources that can not be vetted. Buildings including clubhouse, bodegas, and heavy equipment along with land can be used as collateral. Developer has hard money into project. Financial needs are not large and the ROI is great and the LTV is low.
