Joint Venture Project in Arizona

I have a 4.5 acre horse property in Tucson, Arizona that is owned outright in my IRA. The property once had a manufactured home on it, but the home was removed to build a custom home... and then the recession hit.

I'm looking for a joint venture partner to buy a new manufactured home and move it onto the property. I have a wholesale source to get a brand new doublewide moved on the property for less than $40,000. The property already has water, septic, and electic service.
