Development Land Beautiful SW France

I have 2.5 hectares of prime land in Charente area of SW France valued at 300,000 euros with planning permission for a development of 15 houses or can be transferred back to planning for 1 luxury equestrian property with no hassle.
looking to sell for reasonable offer or investor to fund development (cost approx. 2m euros with 3.5m return) or use as security for max LTV loan to allow me to develop one unit at a time.
