Seeking $300M US (1500Cr.INR) for a Wind Energy project in Tamilnadu state, India.

We are doing a wind energy project. We have approval from the Tamil Nadu Electricity Board & recommended by TNEB minister. We are planning to set up a green energy project throughout India. Secondly we want to set up a privatized distribution network.
Proposal Summary:
We have done all the base work in this project.
In govt. rate we get only Rs.3.30 per unit, but in private sale we can get Rs.6.60 per unit.
Investment Highlights:
• Internal rate of return = 22.1%.
• DSCR = 1.71
• Plant load factor = 32.72%
• Average cost per unit = Rs.0.67
• Carbon credit = 40 paise per unit
• 10 years income tax free
Financial Highlights:
• Estimated annual power generation per WTG = 43 lakhs units
• We are planning to put 100 WTG @ 1000 crores in the first year operation & maintenance free
• Second year onwards operation & maintenance = 1,500 lakhs (with an annual escalation of 5% per year.
• Insurance charges per WTG = 150 lakhs per annam.
• Substation charges to be paid directly to the Tamil Nadu Electricity Board @ rs.25.75 lakhs per mw
We will do the project on a turnkey basis. This is the only way we can get performance assurance and assured generation of WTG.
The second think is the tneb s purchasing of power letter , based on the above we are giving re payment statement. After two years we can sell our power through the Tamil Nadu Electricity Board’s national grid. This will increase our funds flow
