President Melanie Barker expressing optimism about the positive sales growth in January. She sees a dynamic environment with positive sales growth, a mix of regional performance, and indicators pointing towards a market that is adapting to changing conditions. </span></p>

<p><span style="font-size: 12pt;"><b>Days On Market for Single Family Houses</b> was 37 compared to 43 days this time last year </span></p>
<p><span style="font-size: 12pt;"><b>Days On Market for Condo/Townhomes</b> sits at 34 compared to 40 days this time last year. </span></p>
<p><span style="font-size: 12pt;"><b>Closed Sales for Single Family Houses</b> were down about 5.5% compared to this time last year. </span></p>
<p><span style="font-size: 12pt;"><b>Closed Sales for Condos/Townhomes</b> was up about 11.9% compared to this time last year. </span></p>
<p><span style="font-size: 12pt;">Note that the biggest trend, house sales, compared to this time last year are down slightly, but condo/townhomes sales are up. Days on the market are less, indicating that demand is still very much there. Home prices weren’t increasing like they did the first few years of the pandemic, especially in the Bay Area. Despite this slowdown, the greater Bay Area region is still the most competitive place to buy a home in California, according to data from <i>Redfin</i>. </span></p>
<p><span style="font-size: 12pt;">Seven of the ten topmost competitive California cities to buy a home in were in the Bay Area! Using days on the market as their criteria, how many offers a home got, how often contingencies are waived, and the sale-to-list ratio, these following Bay Area cities made the list: Mountain House, Newark, San Leandro, Sunnyvale, Cupertino, San Lorenzo, and Santa Clara. </span></p>
<p><span style="font-size: 12pt;">The least competitive city in California was Laguna Beach, then Joshua Tree, then Idyllwild-Pine Cove. </span></p>
<p><span style="font-size: 12pt;">Housing prices in California grew the fastest in Tustin, which was up 11.7% year over year with a median home price of $1 million! </span></p>
<p><span style="font-size: 12pt;">Surprisingly, the second most dramatic price growth of the year was in the small city of Coachella, which saw an 11.5% increase in home prices with a median price of $409,261. </span></p>
<p><span style="font-size: 12pt;">Prices grew the slowest in Malibu, Live Oak and Beverly Hills. Albany, Burlingame Lafayette, Millbrae, and Alameda took the 5th through 10th spots of slowest price growth in the state. </span></p>
<p><span style="font-size: 12pt;">Sacramento had the highest migration interest in the state, followed by Bakersfield. This trend of residents moving inland isn’t going to slow down anytime soon, according to <i>Redfin’s</i> Daryl Fairweather, Chief Economist. He thinks these two cities could see even more gains in 2024 because of their good value right now. </span></p>

<li><span style="font-size: 12pt;">AB1033: Allows ADUs to be sold separately from the homes they are associated with. </span></li>
<li><span style="font-size: 12pt;">SB 897: For all attached ADUs the new height maximum is twenty-five feet or what is allowable under the zoning code, whichever is greater. </span></li>
<li><span style="font-size: 12pt;">SB 4: Ensures that churches, faith institutions, and nonprofit colleges will be able to build 100% affordable housing on their land. </span></li>
<li><span style="font-size: 12pt;">AB 976: Removes the ability of local agencies to set owner-occupancy requirements for newly created ADUs in exchange for a requirement that any rental agreements for the ADU must be for 30 days or longer. </span></li>
</ul>
<p><span style="font-size: 12pt;">A variety of ADU financing options have emerged, also. An example of counties promoting ADUs is Napa’s new affordable ADU loan program which provides forgivable construction loans for new ADUs in exchange for a commitment to rent such properties to households earning up to 80% of the area median income for five years. Loans range from $5,000 for a studio to $105,000 for a two-bedroom. </span></p>
<p><span style="font-size: 12pt;">ADUs is a new way for first-time homebuyers to build equity. Since 2016, 72,063 permits have been issued statewide. When 2023 results are included, the results could bring the total number of permits to nearly 100,000! </span></p>

These new laws are aimed at easing or eliminating some of the burdens and obstacles preventing us from building our way out of the housing shortage that has plagued us for years. </span></p>
<p><span style="font-size: 12pt;">One of these laws gave more flexibility to exceed or override local zoning, greater certainty on the timing and likelihood of planning approvals and substantial relief from environmental review and litigation. </span></p>
<p><span style="font-size: 12pt;">AB 1287, a bill by San Diego Assembly member David Alvarez, will give developers permission to build denser, taller buildings if they set aside additional units for middle-income earners. </span></p>
<p><span style="font-size: 12pt;">SB 684 will make it easier to divide up large parcels of land for modest clusters of townhomes and cottages. And a host of new laws will make it more difficult for opponents of proposed housing projects to use the California Environmental Quality Act to delay certain types of housing projects. </span></p>
<p><span style="font-size: 12pt;">A new law by Phil Ting, a San Francisco Assembly member, will force cities to either approve or deny a projects’ environmental review within a set time limit. He is also the champion of ADU’s, which have become an increasingly popular way for local governments to meet their state-set housing production goals. One bill, AB1033, will let homeowners spin off their ADU as separate for-sale condos, so long as local governments approve. </span></p>
<p><span style="font-size: 12pt;">With these real estate “fixes” in place for 2024 we might start seeing some respite from the inventory constraints of the past. <br/><br/></span></p>

<p style="text-align: left;"><span style="font-size: 12pt;">Robert Dietz, chief economist at NAHB had this to say: </span></p>

<p><span style="font-weight: 400; font-size: 12pt;">The Commerce Department said it reached a seasonally adjusted pace of 1.6 million units per year. This statistic indicates that homebuilding increased at the fastest rate since January 1990.</span></p>
<p><span style="font-weight: 400; font-size: 12pt;">Permits for future construction also climbed suggesting the housing market may be turning a corner. Homebuilders are liking this market because the “rate-locked” present homeowners are not selling, making new homes much more available to the present buyers.</span></p>
