JV Partner and Equity partner

A question a friend recently asked me and did not know the answer.

If person wants to buy a commercial property would you seek a JV partner or equity partner.  And would they expect you to have money since that is why you seek these resources because lack of funds. Which one is best wayt to get involved in real estate?
